As a seasoned executive and corporate director, Terry is a strong advocate for small- and medium-sized companies and the independent consultant community. He provides clients C-level advice on people, strategy, execution, and money. Currently serving as OnPar’s President and Principal of the Resourcing Division.
Terry has spent the last 15 years honing his capabilities in Canada’s staffing and consulting industries. As a principal consultant, Terry has worked in the senior management bracket of four national & international level staffing and consulting firms, leading security, intelligence & emergency management practices, controlling day-to-day activities, and acting as the main point of contact between the firm and clients.
His experience, education, and training over the past 15 years have involved working with international policing organizations, academic institutions, the five eyes community, all levels of military & government, along with multi-national organizations. Areas of specialty include; contracting, procurement, requirements definition; sourcing; program development; expediting technology into operations & crisis communications.
A stereotypical and gregarious east coaster, Terry will be quick to talk about his love of geocaching and his unfailing belief that he will make this world a better place.
Bud Garrick
Professional Bio
Bud Garrick, the ONPAR Principal for our Security Consulting and Advisory Services, has over forty (40) years of public safety and security experience with expertise in areas of security project management, organizational reviews, physical security design, security risk assessment, and corporate security strategy. He has provided specialized strategic and operational security policy advice and guidance to numerous federal government departments and to private, public and not-for-profit corporations. Bud has extensive experience in developing threat and risk assessments and instituting appropriate safeguards for large organizations and facilities as well as leading Executive Security/VIP protection operations. He has provided police and security advice to senior decision makers at all levels of government including testimony to Canadian and Australian parliamentary committees.
Brittany Garrick
Professional Bio
Brittany Garrick, the ONPAR Chief Operating Officer and Principal for our Contracting Services, has a wealth of experience in the management and administration of security consulting projects as well as a detailed understanding of Federal Government contract and procurement requirements.
Brittany oversees all of the day to day business operations for ONPAR. She has experience in both large and small businesses having worked as a Business Services Manager at Presidia Security Consulting, and a Contractor Administration Supervisor at ADGA Group of Companies. She is the nucleus of the business, making sure everything runs smoothly. Brittany writes proposals, reviews contracts, onboards consultants, processes invoices, manages projects and leads ONPAR’s consultant care. She is the first point of contact for any questions or concerns.
When Brittany is not working to keep Terry and Bud in line she enjoys camping and all things outdoors, having worked as a Girl Guide Camp Director and being a member of Scouts Canada. She also loves to travel, and thanks to a year working for Disney Cruise Line, has been throughout the Caribbean, the Baltic, and the Mediterranean, as well as sailing an Atlantic crossing.
Steve Moore
Steve Moore has over thirty-three years of police, security and emergency management experience, His career in Canada’s Military Police includes four years as the Canadian Forces Provost Marshal leading an organization of 2000 members delivering policing and security services both in Canada and abroad during a time of immense change, resource constraints and national and international media attention. Steve has served as a key member of a number of several committees within the Canadian Association of Chiefs of Police including the Counter-terrorism Committee. He has in-depth experience in dealing with government officials at the Municipal, Provincial and Federal levels and maintains an extensive network of senior police executive contacts within the domestic and international police community.
In 2009, Steve founded Presidia Security Consulting Inc. (Presidia) where he served as President for more than a decade. Following the acquisition of Presidia by the ADGA Group of Companies, Steve served as a Strategic Business Advisor to the Converged Security Services Division. As a consultant, he has provided critical security advice to numerous clients including executives in Federal, Provincial and Municipal Government and Private Corporations.
Steve is a graduate of the prestigious “Leadership in Counter-Terrorism” Program, a one-year program with four one-week on-site modules sponsored by the Scottish Police College, the Police Service of Northern Ireland, Harvard University and the Royal Canadian Mounted Police. He has served as a member of the Canadian Association of Chiefs of Police Counter-Terrorism Committee and the National Executive Committee for Criminal intelligence Service Canada. He holds professional certifications in all aspects of physical security, in information systems security and in critical infrastructure protection
Kevin Cadman
Kevin Cadman has over thirty-three (33) years of service in Policing, Force Protection and Security Operations both domestically and internationally holding various supervisory, managerial, and executive positions at the tactical, operational, and strategic levels. Throughout his career within the Canadian Armed Forces (retired 2020), Kevin has worked with policing, defense, intelligence, and partner agencies both domestically and abroad, including his assignment as the Senior Policing, Force Protection and Security professional for the Canadian Armed Forces International Operations in support of Operations in the Middle East (Iraq). His broad international experience also included leading a multi-national United Nations Military Police Detachment in the Middle East (Syria/Israel), as well
as a deployment to Afghanistan as the Senior Officer with the Canadian Forces National Investigation Service (CFNIS). Kevin also served as the lead Policing, Force Protection and Security professional with Canada’s National Counter-terrorism Unit (Joint Task Force Two).
A graduate of the Canadian Security Studies Program at the Canadian Forces College), Kevin’s studies looked at in-depth intelligence and security concerns affecting Canada through the examination of both national and international security issues. Through his studies under the Joint Command and Staff course with the United States Marine Corps Kevin spent a year studying global security concerns and the many challenges of the contemporary global security environment and regional security complexities affecting the US and her Allied partners. Since January 2020, Kevin has been a Senior Security Consultant and Project Manager, in that role he has led and project managed numerous security projects for government, public, not-for-profit, and private organizations.
