Challenge

Defence Research Development Canada’s Centre for Security Science required an analysis of Canadian-Based data sets for conducting disaster-based risk and resiliency assessments

Engagement

ONPAR developed a sample strategy and workplan in conjunction with section heads and defence scientists. An environmental scan of the Open Data Portal identified thousands of potentially useful data sets and thus it became clear that a strategy was needed to narrow the focus. Given the limited time available for this study, two primary research documents were used to develop a conceptual framework for the purposes of analysis: The Risk-Based Land Use Guide, and the Disaster Resilience by Design: A Framework for Integrated Assessment and Risk-Based Planning in Canada.

A testing strategy was developed to establish a degree of confidence as to the validity of the findings. The criteria for validation was decided upon and a data search was initiated across numerous data bases to identify what data was available to those communities to address mapping, historical and other hazard relevant data needs for those identified hazards.

Impact

Set the groundwork to support a project to test the existence of data sets for one component of R&R assessments: the identification of potential hazards and a comprehensive list of historical hazardous events. Upon completion of the pilot, the researchers were committed to develop several recommendations to improve on the availability and usefulness of existing data bases through Canada’s Open Portal.
